FG Bans Money Rituals, Glamourizing Vices in Nigerian Movies

Dr. Shaibu Husseini, Executive Director/CEO of the National Film and Video Censors Board (NFVCB), has announced that the Federal Government has approved new regulations prohibiting the depiction of money rituals and the glamourization of vices in Nigerian films. This decision was revealed at a recent event organized by the NFVCB in collaboration with Corporate Accountability and Public Participation Africa (CAPPA).

The gathering saw attendance from a wide range of stakeholders, including movie producers, directors, actors, and leaders of various guilds and associations within the Nigerian film industry. Dr. Husseini emphasized the urgent need for decisive actions from parents, guardians, and industry stakeholders to address the issue.

“Today, we face an industry emergency requiring bold and ambitious actions from all parents, guardians, and stakeholders,” Husseini stated. He recounted how his predecessor approached the former Minister of Information, Alhaji Lai Mohammed, to advocate for regulations to curb the depiction of smoking in Nigerian movies, leading to the inclusion of money rituals and other crimes.

Dr. Husseini announced that the current Minister of Arts, Culture, and the Creative Economy, Hannatu Musawa, has approved the regulation pursuant to section 65 of the NFVCB Act 2004. “The minister has approved the Prohibition of Money Ritual, Ritual Killing, Tobacco, Tobacco Products, Nicotine Product Promotion and Glamorisation display in Movies, Musical Videos, and Skits Regulations 2024,” Husseini declared. He also mentioned that the approved regulations have been forwarded to the Federal Ministry of Justice for gazette.

The sensitization program aimed to educate industry stakeholders on the dangers of glamorizing smoking in films. Dr. Husseini highlighted that beyond health implications, such portrayals negatively influence teens and young adults, who form the largest segment of Nigerian movie viewers.

The NFVCB plans to implement extensive enlightenment programs in secondary schools, tertiary institutions, local communities, faith groups, and other institutions. “As you all know, the film industry occupies a central position in the entertainment and creative sector, and it is imperative that we continue to place the highest premium on the progress of the film industry,” Husseini stated.

He expressed the board’s commitment to supporting smoke-free movies and a smoke-free Nollywood, urging collaboration to develop content that discourages smoking and promotes positive health messages. “After a series of engagements, the NFVCB in collaboration with CAPPA decided to do a ‘subsidiary regulations’ to cater for smoking in movies since this aspect was not expressly spelled out in the extant law,” he explained.

The NFVCB is determined to lead in this initiative and has begun implementing innovative methods to fulfill its mandate. The board’s responsibilities include registering all film and video outlets across Nigeria and maintaining a comprehensive register of these outlets, among other functions.
