FG Launches Third National Action Plan to Protect Women Amid Insecurity

The Federal Government has inaugurated Nigeria’s Third National Action Plan (NAP III), on the implementation of UN Security Council Resolution 1325 on Women, Peace and Security, reaffirming its commitment to inclusion, gender equality and sustainable peace.

The plan (2024–2028), was launched in Abuja by First Lady Sen. Oluremi Tinubu and led by the Ministry of Women Affairs and Social Development. Speaking on her behalf, Laila Barau, wife of the Deputy Senate President, noted that despite progress, women in conflict‑affected communities continue to face significant challenges, highlighting their role in mediating conflicts and rebuilding communities.

The First Lady urged state governments and stakeholders to implement the plan urgently, called on security agencies to adopt gender-sensitive reforms, and appealed to men, boys, traditional and faith leaders to support women’s protection and inclusion.

Minister of Women Affairs, Imaan Ibrahim-Sulaiman, said NAP III builds on gains from the first (2013), and second (2017), plans, aligning with President Bola Tinubu’s Renewed Hope Agenda.

She announced a National Technical Working Committee to oversee implementation and stated that the plan would be localised across all states through the Social Impact Intervention 774 initiative.

UN Women Programme Manager, Peter Mancha, explained that NAP III focuses on five pillars: prevention; participation; protection; crisis management and recovery; and partnership coordination.

He added that the plan addresses past challenges such as weak awareness, limited political will, and inadequate funding, and has been endorsed by the President, National Assembly, and heads of security institutions.

The plan aims to strengthen ownership, coordination, and effective implementation of the women, peace and security agenda nationwide.
