Reps Call for Suspension of Samoa Agreement Over Controversial Clauses

In response to a motion of urgent national importance sponsored by 88 members, the House of Representatives has called on the Federal Government to suspend the implementation of the Samoa Agreement until all controversial clauses are addressed and clarified. The motion, moved on Tuesday by House member Aliyu Madaki, highlighted concerns over the clause on “gender equality,” which some members view as a potential threat to the country’s moral values.

Madaki described the clause as a “Trojan horse” that could violate Nigeria’s cultural and religious principles. Consequently, the House has mandated its relevant committees to investigate the contentious provisions of the agreement thoroughly.

The Samoa Agreement, recently signed by the Federal Government with the European Union, has ignited controversy, particularly over perceived implications for Lesbian, Gay, Bisexual, and Transgender (LGBT) rights. Many Nigerians, adhering to the country’s anti-same-sex marriage and gay relationships law enacted in 2014 under President Goodluck Jonathan, have expressed strong opposition to any recognition of LGBT rights.

In response to the backlash, Minister of Budget and Economic Planning Atiku Bagudu and Minister of Information Mohammed Idris addressed the issue at a press conference on Saturday. Bagudu emphasized that Nigeria would not enter into any agreement that contradicts the nation’s constitution or the religious and cultural sensibilities of its diverse population. He clarified that the primary goals of the Samoa Agreement are to boost food security and promote inclusive economic development.

The Samoa Agreement, signed last November by the European Union, its 27 member states, and 79 member states of the Organisation of African, Caribbean, and Pacific States (OACPS), aims to replace the Cotonou Agreement. The new pact is designed to better equip signatory parties to address emerging global challenges such as climate change, ocean governance, migration, health, peace, and security.

The call for suspension and review reflects the ongoing tension between international agreements and domestic policies in Nigeria. As the House of Representatives pushes for a thorough investigation, the government faces the complex task of balancing global cooperation with national values and laws.

The Samoa Agreement, named after the capital city of the Pacific island country where it was signed, represents a significant step in international relations and development. However, its implementation in Nigeria remains uncertain as lawmakers scrutinize its potential impact on the nation’s socio-cultural landscape.
