{"id":69774,"date":"2025-07-06T07:19:26","date_gmt":"2025-07-06T07:19:26","guid":{"rendered":"https:\/\/abujacityjournal.com\/livenews\/?p=69774"},"modified":"2025-07-06T07:19:26","modified_gmt":"2025-07-06T07:19:26","slug":"nass-sets-december-deadline-to-transmit-constitution-amendment-report-to-states","status":"publish","type":"post","link":"https:\/\/abujacityjournal.com\/livenews\/2025\/07\/06\/nass-sets-december-deadline-to-transmit-constitution-amendment-report-to-states\/","title":{"rendered":"NASS Sets December Deadline to Transmit Constitution Amendment Report to States"},"content":{"rendered":"<p><strong>By Adewunmi Oluwaseun\u00a0<\/strong><\/p>\n<p>The National Assembly has announced that the report of the ongoing review of the 1999 Constitution will be transmitted to all 36 state assemblies before December 2025, in line with the timeline set by the legislature.<\/p>\n<p>This was disclosed on Saturday by Senator Opeyemi Bamidele, Senate Leader and Zonal Chairman of the Senate Committee on the Review of the 1999 Constitution, during the conclusion of a two-day zonal public hearing held at the WaterCrest Hotel in Ikeja, Lagos.<\/p>\n<p>Bamidele emphasized the critical role of state assemblies in the constitutional amendment process, urging stakeholders with specific demands to begin lobbying their state legislators to secure the required two-thirds approval.<\/p>\n<p>\u201cThe process is not a jamboree, as some may claim, but a deliberate effort to make far-reaching reforms that will strengthen governance, promote prosperity, and ensure sustainable development,\u201d Bamidele said.<\/p>\n<p>He reiterated that while the National Assembly will compile and process all proposals received, their adoption into law depends largely on state assemblies.<\/p>\n<p>\u201cThere is nothing the National Assembly can do without two-thirds approval of all proposals by the state legislatures,\u201d he stressed. \u201cAll stakeholders must engage with their lawmakers at the state level.\u201d<\/p>\n<p>Among key issues dominating discussions at the public hearing were devolution of powers, local government autonomy, state police, and creation of additional states.<\/p>\n<p>Other lawmakers present included Deputy Minority Leader Senator Olarere Oyewunmi; Chairperson, Senate Committee on Humanitarian Affairs, Dr. Oluranti Adebule; Chairperson, Senate Committee on Health, Senator Ipalibo Banigo; Chairman, Senate Committee on Public Procurement, Senator Olajide Ipinsangba; and Chairman, Senate Committee on Judiciary, Senator Adeniyi Adegbomire.<\/p>\n<p>In his remarks, the Chairman of the Conference of Speakers of State Legislatures of Nigeria and Speaker of the Oyo State House of Assembly, Rt. Hon. Debo Ogundoyin, represented by his deputy, Hon. Abiodun Fadeyi, called for more legislative powers for subnational governments.<\/p>\n<p>Ogundoyin advocated for the transfer of key issues such as solid minerals, labour, telecommunications, drugs, and stamp duty from the Exclusive Legislative List to the Concurrent List.<\/p>\n<p>\u201cDevolution of powers is central to this constitutional amendment,\u201d he said. \u201cRemoving electricity from the Exclusive List has already allowed states to develop independent power initiatives.\u201d<\/p>\n<p>He also lent support to the establishment of state police, arguing that it would enhance local security, reduce the burden on federal authorities, create jobs, and foster community policing.<\/p>\n<p>However, he noted the need for clear legal frameworks, oversight mechanisms, and coordination between federal and state policing systems to avoid abuse and ensure accountability.<\/p>\n<p>The National Assembly assured that all public contributions will be taken into account in the final report, as it works toward delivering a more responsive and inclusive constitution.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Adewunmi Oluwaseun\u00a0 The National Assembly has announced that the report of the ongoing review of the 1999 Constitution will be transmitted to all 36 state assemblies before December 2025, in line with the timeline set by the legislature.
