This potential delay is due to necessary adjustments that need to be made before the new wage can be fully implemented across the country.

President Bola Tinubu signed the new minimum wage bill into law on July 29, 2024, setting a new minimum wage of ₦70,000 (approximately $45) for workers nationwide. This decision followed months of negotiations between labor unions and the Nigerian government. The bill’s approval came on July 17, after the NLC warned of a possible month-long strike if the government attempted to deregulate the national minimum wage.

Prior to the bill’s signing, the NLC had staged a one-day strike in June, which resulted in a nationwide shutdown, including the suspension of the national grid, causing an estimated economic loss of ₦148.8 billion. Since the bill’s enactment, only seven of Nigeria’s 36 states—Kano, Kwara, Ogun, Borno, Jigawa, Ondo, and Abia—have established committees to oversee the implementation of the new minimum wage.

In an interview with *The Punch*, Prof. Theophilus Ndubuaku, Deputy President of the NLC Political Commission, explained that the delay could arise from the time required to complete the necessary formalities and adjustments. He emphasized that while signing the wage bill is a significant step, the “consequential adjustment” process involves detailed calculations across different pay levels and steps, which may take time.

Ndubuaku stated, “In a real sense, signing the wage is just a small component of the main activity. There is something we call consequential adjustment. That involves the calculation of the minimum wage from level one, step one. From there, we will move from stage one to 13 all the way to level 16.”

He further added, “So it is something that may take some time. Again, they are not going to compile them alone. There are templates for compiling it. But they must also carry us along. I believe you are aware there is a committee that is supposed to carry out the necessary adjustments. We expect it should be completed before the end of the month.”

The NLC remains hopeful that the adjustments will be finalized soon, allowing for the new minimum wage to be implemented without significant delays. However, workers are advised to remain patient as the process unfolds.

The Nigeria Labour Congress (NLC) has indicated that the implementation of the newly signed minimum wage could be delayed, despite earlier optimism that it might take effect by the end of the month.
