The NNPCL has been tasked with the critical mission of revitalizing three refineries in Nigeria, aimed at alleviating fuel scarcity and promoting the utilization of natural gas.

Despite massive expenditures exceeding $25 billion over the past decade on refinery rehabilitation, a recent report from the ninth National Assembly exposed the grim reality that these refineries are currently operating at less than 30 percent capacity. Consequently, the Senate established an ad hoc committee to investigate NNPCL’s utilization of the N11.35 trillion allocated for the Turn Around Maintenance (TAM) of refineries.

The committee’s primary objective is to conduct a comprehensive scrutiny of the Federal Ministry of Petroleum Resources, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), NNPCL, and the Bureau of Public Enterprises, with the aim of determining the best approach for commercialization and ensuring the profitability of state-owned refineries.

Lokpobiri provided detailed insights into the ongoing rehabilitation initiatives, emphasizing that the Port Harcourt refinery is divided into three phases, with Phase One slated for completion by the end of the current year. He underlined that the responsibility for the rehabilitation lies within the purview of NNPCL and expressed his unwavering commitment to holding them accountable for meeting their stated timelines.

In his explanation, he stated, “For the Warri refinery, they have committed to completing Phase One by the end of the year. Furthermore, Phase Two and Three in Port Harcourt are set to be finalized next year, and the entire Kaduna refinery is scheduled to be operational by the end of the following year. These are the commitments made by NNPCL, and I intend to hold them accountable to their own declarations.”

Heineken Lokpobiri, the Minister of State for Petroleum Resources (Oil), has restated his dedication to ensuring accountability in the Nigerian National Petroleum Company Limited (NNPCL) for the timely completion of the country’s refinery rehabilitation projects.
