He asserted that local government sovereignty, when properly utilized, could significantly promote national economic growth.<\/p>\n<p>Speaking on Thursday at the grand finale of the Chief Tony Okocha Academic Excellence Challenge Quiz and Essay Writing Contest in Port Harcourt, Professor Adiele highlighted that many political conflicts within Nigerian states stem from the struggle for control over local government structures. He underscored the theme of the event, &#8220;Local Government Autonomy: The Bedrock for Rural Communities Development,&#8221; as timely and crucial amidst growing demands for complete autonomy for Nigeria&#8217;s local governments.<\/p>\n<p>Defining local government as a political entity established by statute or constitution to enable local communities to manage their affairs, Adiele explained that true autonomy involves the right to self-government and independence. He stressed that local government autonomy equates to grassroots democracy, allowing communities to shape their destinies without interference from higher levels of government.<\/p>\n<p>&#8220;Every level of government must be able to conduct its own affairs independently, rather than existing as an adjunct of lower levels,&#8221; Adiele stated. &#8220;Autonomy of local governments will only have value when there is no constitutional requirement for one level of government to obey the laws or orders of another.&#8221;<\/p>\n<p>He described municipal governments as key facilitators of growth and popular engagement in the democratic process. Given their proximity to the public, local governments are well-positioned to understand and address the actual issues facing the populace, making them the most democratic means of energizing grassroots and socioeconomic growth.<\/p>\n<p>Adiele argued that to curb rural-urban drift, development must originate from local government areas, providing the necessary push to stimulate constructive activity in rural communities. &#8220;Rural residents relocate to urban areas because the fulcrum for growth has shifted to the state or federal level, leaving their local environments behind,&#8221; he noted. &#8220;This shift often leads to social vices in urban areas.&#8221;<\/p>\n<p>He proposed that local governments could drive rural community development through infrastructure projects, healthcare, sensitization and mobilization, community-based education, and serving as a springboard for political engagement. &#8220;In Nigeria, local governments must be endowed with the legal capacity to carry out specific tasks and be afforded significant financial autonomy without restrictive oversight from higher authorities,&#8221; he emphasized.<\/p>\n<p>The event also celebrated academic excellence among students. Blessed Child Academy won the quiz competition with 270 points, earning a cash prize of N200,000. Praise EL School and Domino Pizza Memorial School secured second and third places, respectively, with cash prizes of N150,000 and N100,000.<\/p>\n<p>In the essay writing competition, Ogbowoma Okiri emerged victorious with a score of 98%, receiving N200,000 and a laptop. The first runner-up, Chukwurah Nwosu, and the second runner-up, Desmond Nwanfor, received N100,000 each, with Chukwurah also receiving a phone.<\/p>\n<p>Chief Tony Okocha, interim chairman of the All Progressives Congress (APC) in Rivers State, praised the organizers and participating schools for their efforts and success. He emphasized the transparency of the judging process and expressed gratitude to Comrade Endwell Otonnah, the event facilitator. Okocha pledged to make the competition an annual event to continue promoting academic excellence.<\/p>\n<p>Okocha also criticized the Rivers State Independent Electoral Commission (RSIEC) for setting the date for the local government elections without consulting the major political parties, including the PDP and APC.<\/p>\n<p>In an interview with LEADERSHIP, Ogbowoma Okiri, a student at the University of Port Harcourt and winner of the essay competition, expressed his surprise and pride in his achievement. &#8220;I have never entered an essay competition before, so this is a big boost for me.
