This initiative aims to provide business owners and importers with a reliable financial environment to plan their activities effectively.

The rising exchange rate and the volatility of the naira against the US dollar have caused a drastic reduction in importation through Nigerian ports. Vehicle volume has plummeted by 45%, container traffic by 30%, and bulk cargo by 20%. This decline has significantly impacted the maritime sector and the broader economy.

Confirming this collaborative effort, the Comptroller General of Customs, Bashir Adewale Adeniyi, stated that with the support of the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, the NCS and CBN are working closely to stabilize the exchange rate for imported goods. “With the support of the Minister of Finance, NCS is working in close collaboration with the Central Bank of Nigeria to achieve a stable rate for the import of goods to enable business planning activities,” said Adeniyi.

In a related development, Muda Yusuf, Managing Director of the Centre for the Promotion of Private Enterprise (CPPE), has proposed setting a fixed Customs exchange rate for cargo clearance between N900/$ and N1,000/$ for specific periods such as three months, six months, or a year. Yusuf believes that establishing a static exchange rate for cargo clearance would not only promote economic stability but also ensure predictability in international trade within the maritime sector.

Dr. Kayode Farinto, former acting president of the Association of Nigerian Licensed Customs Agents (ANLCA), echoed this sentiment. He argued that a predictive exchange rate exclusively for Customs purposes is crucial to addressing the low volume of cargoes at the nation’s seaports. The unpredictable exchange rate has left many importers and clearing agents struggling to manage their operations, leading to job losses among freight forwarders.

Adewale Anaba, another industry expert, also suggested a fixed Customs exchange rate ranging between N800/$ and N1,000/$ for specified periods. Anaba emphasized that such measures would foster economic stability and provide a predictable trading environment for international maritime activities.

The current economic landscape, characterized by declining cargo volumes, poses challenges for importers, clearing agents, and freight forwarders alike. Stabilizing the exchange rate is seen as a vital step towards revitalizing cargo importation, ensuring steady business operations, and supporting the overall growth of Nigeria’s maritime industry.

In an effort to counter the significant decline in cargo importation due to the fluctuating exchange rate, the Central Bank of Nigeria (CBN) and the Nigeria Customs Service (NCS) have joined forces to establish a stable exchange rate for the import of goods.
