President Bola Tinubu has employed the Principle of the Presidential Prerogative of Mercy to grant an extraordinary waiver of the “No Work, No Pay” Order previously placed on members of the National Association of Resident Doctors (NARD). This Order was initially instituted on August 1, 2023, in response to the commencement of NARD’s industrial action, which began on July 26, 2023.<\/p>\n

The President’s decision reflects a commitment to constructive dialogue and cooperation between the Federal Government and NARD. The suspension of the Resident Doctors’ strike on August 12, 2023, marked a crucial step forward in addressing the critical healthcare issues facing the nation.<\/p>\n

During the period of the strike, the Office of the Accountant General of the Federation was tasked with withholding the salaries of striking NARD members for the 17 days that the industrial action persisted. However, following the successful implementation of the terms agreed upon during the constructive deliberations between the Resident Doctors and the Federal Government of Nigeria, President Bola Tinubu has directed the grant of an exceptional last waiver of the “No Work, No Pay” Order on Resident Doctors.<\/p>\n

This waiver will enable the members of the NARD to receive their previously withheld salaries, acknowledging the pivotal role they play in the healthcare sector. Nevertheless, the President’s directive comes with a critical stipulation. Both the Federal Ministry of Health and Social Welfare and the Federal Ministry of Labour and Employment must collaborate to secure a Document of Understanding (DoU).
