The governor and members of the Security Council granted leeway for herders to withdraw from the state, but non-compliance has necessitated a decisive response.<\/p>\n
A committee was convened by the council to explore implementation modalities, with a focus on kinetic measures if herders failed to comply with the withdrawal directive.
