Professor Toochukwu Ogwueleka, a distinguished scholar in Water Resources and Environmental Engineering at the University of Abuja, has urged the National Assembly to prioritize the passing of the National Water Resources Bill.<\/p>\n
His plea came during the University’s 42nd inaugural lecture, centered on the theme of “Water and Waste Shaping a Sustainable and Equitable Future.”<\/p>\n
Professor Ogwueleka articulated that the existing Water Act of 1993 is ill-equipped to grapple with the contemporary challenges confronting water management in Nigeria. He underscored that access to clean and safe water is not merely a necessity for human well-being but an intrinsic human right.<\/p>\n
He stated emphatically, “There is an urgent need for the National Assembly, particularly the 10th assembly, to revisit and pass the water resources bill into law. The 1993 Water Act has become obsolete, incapable of effectively addressing our contemporary water challenges. Furthermore, we must allocate more resources to water infrastructure and bolster capacity-building efforts. Both government and universities, in particular, should invest in enhancing the skills and knowledge of water professionals and researchers.”<\/p>\n
He further advocated for gender mainstreaming in the fields of wastewater engineering, solid waste engineering, and water supply. He stressed the necessity of revising legal frameworks and policies to recognize water as a fundamental human right, especially for marginalized groups.
