This committee is entrusted with finding long-term solutions to recurring conflicts while also improving the country’s cattle sector.

Tinubu’s announcement was made on a Thursday in Abuja, immediately following the submission of a comprehensive report from the National Conference on Livestock Reforms and Conflict Mitigation in Nigeria, according to a statement signed by Chief Ajuri Ngelale, the Special Adviser to the President (Media & Publicity). The conference was organized by Dr. Umar Abdullahi Ganduje, former Executive Governor of Kano State and Chairman of the All Progressives Congress (APC).

President Tinubu elucidated that this committee would work in close collaboration with the Federal Ministry of Agriculture and Food Security to formulate recommendations aimed at fostering peaceful coexistence between herders and farmers. Simultaneously, these recommendations will ensure the security and economic prosperity of all Nigerians.

In his address, President Tinubu emphasized the Federal Government’s readiness to bear the costs associated with acquiring land for the proposed initiatives. He highlighted the extensive opportunities that would emerge from these efforts, ranging from gainful employment for veterinary doctors to new educational prospects for herders and their children. He also envisioned the establishment of medical facilities and the transformation of Nigeria into a significant player in the global dairy and leather industries.

The President passionately stated, “Imagine us producing enough milk for our school children. Imagine us becoming net exporters of cheese and yogurt. Imagine us producing leather on a massive scale, fostering the growth of a major Nigerian leather industry. Imagine us providing cold storage facilities and generating employment opportunities nationwide. These possibilities lie before us.”

President Tinubu commended Dr. Umar Abdullahi Ganduje for his exceptional leadership in assembling a team of experts and visionary minds to tackle the persistent challenges between pastoralists and farmers. He also praised the committee members for their diligent work in scrutinizing the intricate issues surrounding livestock management, land use, and security.

Drawing inspiration from the committee’s report, the President noted, “Out of every tragedy, if you are careful, you will see an opportunity. We have faced this conflict for some time. We know it is a homegrown problem. It is very hard for people to stay away from their traditional, old ways. I tried in 2018 to bring about a solution to this problem, but it proved elusive. But I’ve been told not to ever give up, and today I believe the solution is here.”

He emphasized that the crisis between herders and farmers should not be blamed on these two groups but on leadership that has, until now, failed to provide immediate solutions to their problems. The President underscored the essence of leadership as both thinking and taking action.

Governor Ganduje, in his remarks, recalled his tenure as the Governor of Kano State, where he hosted the National Conference as part of a deliberate effort to modernize livestock production and enhance the capacity of local authorities in managing relationships and amicably resolving conflicts between herders and farmers. He proudly noted that Kano had remained one of the most peaceful states in the country throughout his eight-year tenure.

He expressed his conviction that the report submitted by the committee contained the antidote to the issues plaguing the livestock industry. Governor Ganduje emphasized that the report addressed critical reforms and presented various development options essential for the sustainable growth of the sector. He stressed that implementing these proposals would lead to increased productivity, improved livelihoods, environmental conservation, conflict resolution between farmers and pastoralists, and a reduction in the cost of importing animal products such as milk and beef.

Uchendu Alexis President Bola Tinubu has given the go-ahead for the formation of a specific Presidential Committee to address the frequent confrontations between herders and farmers in Nigeria and modernize the livestock business.
