Nigerians have been eagerly anticipating the release of products from the $20 billion refinery, which is poised to make Nigeria a net exporter of fuel to West African countries.

Previously, regulatory approvals had reportedly delayed Dangote Petrochemical Refinery’s plan to release aviation fuel (Jet A1) and diesel for sale in the Nigerian market. Despite commencing the production of diesel and aviation fuel on January 12, 2024, the refinery faced hurdles in securing the necessary regulatory clearances.

The first cargo, comprising 65,000 metric tonnes of low-sulphur straight run fuel oil, has been awarded to Trafigura and is set to load at the end of February. Trafigura declined to comment, and at least one refiner mentioned being offered the cargo by Trafigura. The second tender, involving around 60,000 tonnes of naphtha, is reportedly closing on February 15.

Dangote Petroleum Refinery, Africa’s largest with a capacity of 650,000 barrels per day, is expected to contribute significantly to Nigeria’s fuel production, transforming the country into a net exporter. The refinery’s strategic location on the outskirts of Lagos positions it as a key player in the region’s fuel industry.

While the refinery is starting with products from running light sweet crude through a crude distillation unit, experts suggest that it will take months for upgrading units to be brought online. The refinery began purchasing crude in December, with Nigeria’s state-owned oil firm NNPC Ltd being a major supplier. Additionally, Dangote has procured some US oil and is anticipated to receive two million barrels of US WTI Midland in early March.

Despite the refinery’s silent response to media requests, the issuance of tenders and the imminent release of fuel cargoes signal a significant step forward for the Dangote Petroleum Refinery and holds promise for Nigeria’s position in the regional fuel export market.

The Dangote Petroleum Refinery has reportedly issued tenders for the sale of two fuel cargoes for export, marking a significant development since its inauguration in May last year.
