This is part of a growing controversy within the Olayemi Cardoso-led Central Bank of Nigeria (CBN).

Mr. Cardoso succeeded Mr. Godwin Emefiele as CBN Governor on September 15, 2023, following President Bola Tinubu’s resignation.

According to CBN sources, the uncertainty derives from Management’s desire to extend the President’s July 2023 directive to dissolve the CBN Board to include the independent and tenured MPC. The current MPC members, whose terms are slated to expire in March 2026, are unaffected by the presidential decision, which exclusively addressed the CBN board.

One key informant told this newspaper, “The President has the power for dissolution, but specific conditions must apply, such as tenure expiration, death of a member, resignation of a member, and acts of misconduct. None of these conditions apply to the existing MPC members.”

The CBN Management’s decision to suspend two MPC meetings, citing the absence of a new committee, has raised concerns about transparency and adherence to due process. The source close to the CBN expressed frustration, stating that the Management initially communicated that the MPC would resume meetings in November 2023, but subsequent changes in the narrative have created uncertainty.

The source further explained, “Some powerful individuals in the presidency are pushing for the reconstitution of the MPC, but no official letter of dissolution has been received, and no invitations have been extended for performance or conduct evaluations. The lack of transparency in this matter is concerning.”

The internal discord has prompted suggestions that the Senate, particularly the Finance committee, should intervene to address the misunderstanding and uphold the autonomy of the MPC. External members argue that any attempt to dissolve the MPC without meeting the specified legal grounds would be deemed illegal, as the law clearly outlines the tenured nature of MPC membership and the only acceptable grounds for removal.

As the CBN navigates this internal dispute, the spotlight is on the need for clarity, adherence to due process, and the preservation of the independence of the Monetary Policy Committee, which plays a crucial role in shaping Nigeria’s economic policies.

After two Monetary Policy Committee (MPC) meetings were suspended and confusion caused within the financial regulatory body, it appears that the newly appointed CBN Management Team misunderstands the independence of the MPC, despite the Monetary Policy Department’s clear explanations to the contrary.
