As the Port Harcourt oil refinery commences operations, the Nigerian National Petroleum Company Limited (NNPCL) has unveiled plans to transition the management of the government refinery to private operators. The move aims to enhance reliability and sustainability, ensuring the refinery plays a pivotal role in meeting the nation’s fuel supply and energy security requirements.<\/p>\n
In a publication on its website, the NNPCL outlined its intention to engage reputable and credible operations and maintenance companies for the Port Harcourt Refining Company. The contract scope is comprehensive, covering various refinery business processes such as long-term and short-term production\/operations planning, execution, monitoring, reporting, optimization of operations, maintenance execution, health and safety, environmental management, minor projects, and more.<\/p>\n
Interested companies are required to demonstrate a “minimum average annual Turnover of at least $2 billion USD for the financial years ending: 2019, 2020, 2021, and 2022 respectively,” according to the NNPCL.<\/p>\n
The decision to privatize the refinery comes after the NNPCL commenced the supply of crude oil for the testing phase of the Port Harcourt refinery. The Federal Government had announced the mechanical completion of the rehabilitation work on the Area-5 Plant of the Port Harcourt Refining Company on December 21, 2023. The first phase of the plant is set to refine 60,000 barrels of crude oil daily after the Christmas break.<\/p>\n
Situated in the oil-rich Niger Delta region, the Port Harcourt Refinery has been operational since 1965.
