This pivotal agreement constitutes a record of decisions made at the conference and encompasses new and revised provisions of radio regulations—an international treaty governing the use of radio-frequency spectrum and satellite orbits.

The Minister of Communications, Innovation, and Digital Economy, Dr. Bosun Tijani, represented Nigeria at the conference. Accompanying him were Dr. Aminu Maida, the Executive Vice Chairman of the Nigerian Communications Commission (NCC), and Mrs. Jane Egerton-Idehen, the Managing Director of the Nigerian Communications Satellite Limited (NigComSat Ltd).

The WRC-2023, convened by the International Telecommunication Union (ITU), occurs every three to four years and plays a critical role in shaping global decisions on radio regulations. The recently signed Final Act captures the outcomes of the agreements reached by participating countries.

According to the ITU, this updated Radio Regulations agreement identifies new spectrum resources to support technological innovation, bolster global connectivity, increase access to space-based radio resources, and enhance safety in various domains, including at sea, in the air, and on land.

Key decisions made during the conference include the identification of spectrum for International Mobile Telecommunications (IMT), crucial for expanding broadband connectivity and advancing mobile services like 4G, 5G, and potential future technologies. The conference also highlighted the allocation of new frequencies for non-geostationary fixed-satellite service Earth Stations in Motion (ESIMs), facilitating high-speed broadband on mobile platforms such as aircraft, vessels, trains, and vehicles.

The provisions also encompass measures to protect ship and aircraft mobile service stations in international airspace and waters from interference by stations within national territories.

Nigeria’s delegation at the conference comprised seasoned experts from various entities, including the Ministry, NCC, National Broadcasting Commission (NBC), NigComSat Ltd, National Space Research and Development Agency (NASRDA), Nigeria Airspace Management Agency (NAMA), and representatives from the telecommunications industry.

This move underscores Nigeria’s commitment to advancing global connectivity and aligning with international standards in the ever-evolving landscape of telecommunications and satellite communications.

In a significant move towards enhancing global connectivity, Nigeria has formally signed the Final Act of the World Radiocommunications Conference (WRC) WRC-2023.
