The bill, one of the first signed by President Tinubu upon assuming office, underscores Nigeria&#8217;s commitment to safeguarding digital privacy, building trust with global partners, and aligning with the Digital Transformation Strategy for Africa (2020-2030) commissioned by the African Union.<\/p>\n<p>The Data Protection Act 2023 establishes a legal framework for personal information protection, supporting the creation of the Nigeria Data Protection Commission (NDPC) to regulate the processing of personal information and data. Beyond addressing privacy concerns, the law sets the stage for responsible data usage, fostering a secure, trustworthy, and progressive digital economic environment.<\/p>\n<p>The establishment of the NDPC responds to concerns from development partners, international financial institutions, stakeholders in the digital economy, and potential investors regarding Nigeria&#8217;s lack of data protection legislation. Previously, the Nigeria Data Protection Bureau (NDPB) lacked a legal framework, hindering its effectiveness. In January, the Federal Executive Council approved the Nigeria Data Protection Bill, providing a comprehensive legal foundation for the NDPC.<\/p>\n<p>The Data Protection Act is hailed as forward-thinking, recognizing innovations such as blockchain, artificial intelligence, and robotics. It prioritizes robust cybersecurity measures and the protection of sensitive personal information from unauthorized access. The law empowers users by emphasizing informed consent, allowing individuals to make conscious decisions about their data use.<\/p>\n<p>The NDPC launched the Nigeria Data Protection Strategic Roadmap and Action Plan (NDP-SRAP 2023-2027) to create around 500,000 jobs and generate over N125 billion in revenues. The roadmap aligns with President Tinubu&#8217;s &#8220;Renewed Hope Agenda,&#8221; aiming to create two million jobs in the digital economy sector.<\/p>\n<p>Former Minister of Communication and Digital Economy, Isa Ali Ibrahim Pantami, noted that the Nigeria Data Protection Regulation (NDPR) created a novel sub-sector, employing 7,680 Nigerians in two years. Nigeria&#8217;s appointment as the vice-chair of the Data Protection Laws Harmonization Working Group at the African Union and its publication of a data protection report further showcased its commitment to data protection.<\/p>\n<p>The Data Protection Act serves as an enabler for inclusive identity issuance and management, supporting the growth, integration, and stability of Nigeria&#8217;s digital identity system. It aligns with the goal of issuing legal digital identities to 99.9% of people in Africa by 2030.<\/p>\n<p>The Act also plays a crucial role in building inclusive digital skills and human capacity across various sectors, contributing to digital transformation and positioning Nigeria as a net talent exporter. Initiatives like the 3 Million Technical Talent (3MTT) program aim to build Nigeria&#8217;s technical talent backbone and power its digital economy.<\/p>\n<p>In conclusion, the Data Protection Act lays the foundation for robust digital economic growth, emphasizing the importance of digital platforms in various aspects of life.
