This initiative comes as Nigeria and Uganda are poised to sign a Memorandum of Understanding (MoU) to exchange training and allow technical personnel to work across borders.

The potential harmonization of aviation training is expected to alleviate the inadequacy of technical personnel and propel Africa’s aviation sector to new heights. In a bid to make this a reality, stakeholders in the industry are advocating for all aviation training centers on the continent to fall under the umbrella of the African Aviation Training Organisations (AATO) for certification.

During the 29th AATO Council Meeting Symposium and the 10th-year Anniversary of the organization in Abuja, speakers discussed the necessity of emulating the European Union (EU) by standardizing training under one syllabus and curriculum.

Dr. Yakubu Ibrahim, the Technical Coordinator for AATO in West Africa, expressed the organization’s aim to bring African countries together for the harmonization of activities and certificates. He emphasized the need to break down existing barriers to enhance job opportunities for technical personnel in the industry.

Ibrahim cited Europe’s success in breaking down such barriers, creating more job opportunities for its personnel and facilitating seamless airline operations across borders. However, he acknowledged funding as a major challenge but stressed the importance of collaborative efforts.

“If I am a pilot trained in Nigeria, I can equally go to any of the countries on the continent to practice. So, why should we have to create boundaries? The Europeans have a harmonized system,” Ibrahim noted. He highlighted the potential benefits, such as job creation and skill exchange, by bringing all African training organizations under one umbrella.

Funding emerged as a major challenge, with Ibrahim urging nations to work together. He pointed out the need to harmonize curricula, addressing the issue of independent nations with unique training programs.

On a positive note, Ibrahim revealed that ATOs from Uganda were inspecting the infrastructure of the Nigerian College of Aviation Technology (NCAT) in Zaria, indicating progress toward signing an MoU between the two nations.

Festus Keyamo, the Minister of Aviation and Aerospace Development, affirmed Nigeria’s readiness to collaborate with other countries to bolster training on the continent. Keyamo stressed the importance of harmonized and standardized training for achieving and sustaining high levels of aviation safety in Africa.

He expressed concern about the challenges facing AATO, including inadequate funding, low membership, a fragile institutional framework, and a lack of awareness. Keyamo urged member states to focus on developing skills and capacities to ensure a common level and enhance the growth of the industry.

As Africa takes steps toward harmonizing aviation training, there is optimism that this collaborative effort will contribute to the sector’s advancement and strengthen international partnerships in the aviation industry.

In a significant move aimed at addressing the shortage of technical personnel and enhancing the aviation sector’s global contribution, Aviation Training Organisations (ATOs) in Africa are on the path to harmonizing their training efforts.
